The Department of Labour, the National Bargaining Council for the Clothing and Manufacturing Industry, and the Southern African Clothing and Textile Workers Union (Sactwu) are forcing factories to close shop in Newcastle, KwaZulu-Natal, through ‘compliance’ drives for minimum wages.
