The new generation of policy-makers has high hopes of transforming the economy post 1994. They argued that industrial and labour-market policies could propel the economy onto a new a better ‘high-wage, high value-added’ growth path. Nicoli Nattrass questions the effectiveness of the growth path and propses some controversial measures to boost employment.
